POV process
A POV (pre-order validation) is a request for information sent to the LCP (losing communications provider) before submitting a number port order request (NPOR). The process has the following stages.
POV requests can only be created at the customer level. POV requests are a billable event.
- Complete the Metis POV request form.
- Packnet saves the information and creates a CLOA PDF. The file name is P-xxx.pdf, where xxx is the order ID.
- Packnet sends the CLOA PDF to the email address used in the POV request for digital signature.
- We use DropboxSign to complete this part, and the sending email will be noreply@mail.hellosign.com
- We check for digitally signed documents every minute.
- Once the signed POV is retrieved, we save it as a new file with the name P-xxx-signed.pdf
- We send the signed CLoA to the LCP and ask them to confirm the information is accurate.
- If the information is correct, the POV can be submitted as a port order request.
- If the information is incorrect, we will advise on the available options, and the end user should submit a new POV if required.

Tracking your POV
Use the Port - Manage report to track your POV's progress.
A POV can have one of the following statuses.
| Status | Description |
|---|---|
| Request submitted | The POV has been entered into the Metis system |
| POV In Progress | The POV has been sent to the LCP |
| Complete - Port Available | The information within the POV request is correct and can be used to submit a port. Go to the customer level and select the Submit port option to create a new port order request. |
| Complete - Port Unavailable | The information within the POV request is incorrect and cannot be used to submit a port. Submit a new POV request with updated information. |
Port order process
Port orders can only be created at the customer level.
The form used to create a Port order and POV is the same.
You can use the form to submit one of the following port order types.
Port Types
| Port Type | Number Type | Description |
|---|---|---|
| Provide | Geo & Non Geo | The number's range holder and current communications provider are the same, and the number has not been ported before. |
| Subsequent | Geo & Non Geo | The number's range holder and current communications provider are different, and the number has been ported before. |
| Return to rangeholder | Geo & Non Geo | A specific type of number port where a number that was previously moved (ported) away from its original network owner is transferred back to that original network owner. |
A port order can start as a standalone process or follow a POV, but both follow the same steps.
In the standalone port order process, follow these steps.
- Select the Port option, and then validate the main billing number.
- If the customer is porting a single number, they should select the single line type option.
- In this option, only one number is being ported, and it is also the main billing number.
- If the customer is porting multiple numbers, they should select the multi-line type option.
- In this option, multiple numbers can be added to the port as any of the following:
- Additional single numbers
- Additional number ranges. The main billing number can be part of a range.
- In this option, multiple numbers can be added to the port as any of the following:
- Select the current communications provider from the list. If your provider is not on the list, ask your current supplier to confirm the current communications provider. Once you select the provider, the port type is selected automatically. See the table above for port types.
- Select the port date. This date is calculated based on our lead time matrix here
- Input the various address information to be associated with the order.
- Company and customer
- Installation address
- Emergency service information
- Input the Losing communications provider (LCP) address and contact email.
- The gaining communications provider is created as Packnet
- Add any notes if required
- Complete the declaration about number ownership.
- The person and email address entered will be used to send a digital signature request. The user must sign this for either the POV or port order to be actioned. If the PDF is not signed, we will not process the POV or port.
